Why the PostgreSQL Service does not start?

If the database/server connection is not able to open there are certain steps to follow in order to determine the cause; the basic  cause is the service account not initializing the service. In order to troubleshoot this problem follow the below steps:

  1. Go to Control Panel > Administrative Tools > Services.
  2. Manually initialize the PostgreSQL Database Server Service.
  3. If it's able to initialize, the service is most likely set to a Manual Startup type and needs to be changed to Automatic; if it does not continue with Step 4.
  4. Go to Control Panel > Administrative Tools > Computer Management > Local Users and Groups > Users.
  5. If a PostgreSQL Service Account (by default bio1) exists, proceed to Step 6. Otherwise continue below sub-steps:
    1. Right-click on Users > select New User.
    2. Set user name as bio1.
    3. Set full name as bio1.
    4. Description is PostgreSQL Service Account.
    5. Create a password that meets the users domain policy.
    6. Uncheck User must change password at next logon box.
    7. Check User cannot change password box.
    8. Check the Password never expires box.
    9. Click Create.
    10. Double click the new bio1 user and select the Member Of tab.
    11. Delete any included group.
  6. Right click the user and re-assign the default password Biosystems1 or Biosystems1! if the password policy needs a more complex one.
  7. Go to Control Panel > Administrative Tools > Services.
  8. Double click on the PostgreSQL Database Server Service.
  9. Click on the Log On tab and type the password recently created. Be sure to use the Service Account.
  10. Click Apply.
  11. Click on General tab.
  12. Click Start button.

If company policies are being pushed in the PC, the Logon as a Service right will be removed from bio1 with each update. If this is the case and as long as the user is able to start and stop services, use the Local Account to start and stop the service. To do so perform steps 7-12 selecting the Local Account instead.
